记者日前从有关部门了解到，昆阳镇小姜垟备用水源地上游1000米、下游1000米河面的105只网箱已经拆除完毕，为下个月临时启用备用水源打下扎实基础。
根据工程维护需要，温州市珊溪水利枢纽管理局计划于2009年11月对赵山渡引水渠进行全面停水检查维修，停水20天。为解决停水期间平阳县昆阳镇群众用水问题，县政府决定启用昆阳镇小姜垟备用水源，并要求该水源地上游1000米、下游1000米河面的网箱养殖户自行拆除网箱。
为了做好此项工作，县相关部门成立工作组，制定清理养鱼网箱工作应急方案，采取切实有效措施，确保按时完成清理任务。工作组在明确清理具体范围，做好养鱼网箱情况排查的同时，向养殖户送达有关通知、法律等资料，告知养殖户在规定时间内自行清理网箱及奖惩规定，并对早清理网箱的养殖户给予奖励经费提早兑现的优惠政策。目前县海洋与渔业局按照县府出台的奖励标准，垫付了21万元奖励经费，及时发到了9户对养鱼网箱进行早清理的养殖户手中。
据统计，工作组共下乡150多人次，积极开展横、纵向联系，合力做好养殖户思想沟通工作，既降低行政成本，又使养殖户减少损失。

上午一位农民到笔者办公室，他算了一笔帐。
对10亩以上规模的养殖户，每亩粮补120元；杀虫晚稻6次，秋稻4次，计140元；割稻机割稻费每季80元，2季计160元；拖拉机耕田费每季50元，计100元；购肥料施肥，晚稻100元，秋稻50元，计150元；雇人插秧费200元；粮食丰收1800斤，100元/100斤，计1800元。
亩净收=120+1800-140-160-100-150-200=1170元，10亩净收=11700元。

按照责任分解，该县海洋与渔业局会同昆阳镇政府、万全办事处，多管齐下，做了大量工作。首先，明确清理具体范围，做好养鱼网箱情况排查。和环保部门联手开展调查，分成2组，乘船仔细核实备用水源地范围内养殖户数、持有养殖证户数及其网箱数量。其次，按照法律程序，向养殖户送达有关通知、法律等资料，告知养殖户在规定时间内自行清理网箱及奖惩规定，宣传、鼓励早清理网箱的养殖户，给予奖励经费早兑现。据统计，工作组共下乡150多人次，发放50多份材料。再次，积极开展横、纵向联系，密切关注动态，各部门合力做好养殖户思想沟通工作。既为县府降低行政成本减少开支，又为养殖户减少损失，要求县府适当提高奖励标准；既为政府说话，也为渔民实际着想。最后，制定清理养鱼网箱工作应急方案，采取切实有效措施，确保按时完成清理任务。此外，落实专人撰写备用水源地网箱清理工作日志，做到依法行政，依法办事。
县海洋与渔业局按照县府出台的奖励标准，垫付了21万元奖励经费，及时发到9户养殖户手中。

Yesterday Wenzhou city rice-farming meeting was live held in wencheng county. From 10:am on,ocian & fisheries administrators and professional members from different county drove to ten yuan village,ten yuan town,north-west moutain of Wencheng county to visit the base of rice-farming.It was introduced typically that 2.6 acre experiment field achieved ￥6100 income,cluding ￥3200 rice income and ￥2900 fish income.It was a miracle.There were 120 acre field carried on by local farmers. Mount Drum which is near Fuzhou city, is 969 meters above sea level.For me it’s the second time to visit it.I went travelling with members of Fujian Agricultural Science Institute for the first time in July,2001.But this time I went on a trip with my relatives during National Day holidays.There is more than 2000 steps from the foot to summit of the moutain.It was hard to climb the moutain for us on foot.It took us more an hours to climb the moutain.Sometimes we climbed stone road straightly for a short cut.And sometimes I raced with my son.He was fascinated by games.When we returned,my son suggested we go back by a cable car because of being too tired.We cheered “Ok!” However,My wife was terrified of looking out of the car.Meanwhile,it is much too expensive.It charged ￥35 per person.

在福州东街著名小吃店安泰楼用餐后，已经夜幕降临，大家约定到附近的三坊七巷走走。
三坊七巷再现了昔日繁荣场面的一条街道，坊是自选店，生产、销售一体化；巷则比较长或比较深，游客很少入内，只是看看牌匾而已，如真的进入，也没有名堂看出。三坊七巷如同温州每两年举办一期的拦街福一样，有美食、工艺品展销、展馆等，敲锣打鼓，人山人海，实在热闹。估计各地有识志士燃起怀旧之情，便再现了当地的传统景观。
我见同伴们进到百态奇石馆，便坐在门口等候。可是他们很久没有出来，以为走其后门出去了，不如自己随便走走，免得美辰良景。竹器展馆颇值得一看，竹筒是日资企业中国生产，可以用来放置毛笔、钢笔等，一截就要5元。一截的竹本来价值不高，但经过清漆后，则增加产品附加值。筷子呢各种各样，有长有短，讲究环保，有卖面馆里常用夹面的长筷子，能满足不同人员需要。
从竹馆出来，寻寻觅觅，到了南后街，就是找不到同伴们。后来才知道他们当时还在百态奇石馆，在里面足足观赏了40分钟。我用短信联系，发不出短信；打他们手机，打不出。妻怨我为什么关机，后来才明白这是中国移动在做祟，初来乍到福州电信不认得我。同伴们联系不到我，径自打的回酒店。我也一样，打道回府。只是白白多用了9元。
10月3日，我和妻妹三家9人共同体验鳌江到福州的动车组。
车票确实紧张，购买7张二等动车组火车票，其中6张有座、1张无坐，81元/张。大家建议抓阄，碰碰运气。小姨子猜大姐夫一定无坐，轮到我抓，被她言中，我不服：“纯属巧合，再来一次抓阄”。妻笑“认命吧，呵呵”。
13：57，动车组缓缓靠站，一共8节，车身写着“和谐号”CRH，猜测CRH的英文大概是China Railway Harmoness的缩写，中文意思“中国铁路和谐”。上网google 查询，结果是China Railway Highspeed的英文缩写，中文意思“中国铁路高速”，答对了2个英文。
从鳌江出发，动车组开始加速，最大速度显示251km/h，耳膜初有点塞稍后正常，到福鼎仅用了15分钟，下一站停靠宁德站，每站停靠1分钟左右，到福州共用了90分钟，其速度算起来是2001年深圳子弹头火车2.5倍，我们一直在不停感叹神速！实在快！真快！
因为坐在1号车，下车后遇到驾驶员：“什么叫动车组？”他回答：“每节车厢都有动力设备”“你累吗？”“两位驾驶员轮流开，一天开2趟，等一会儿马上返回杭州”。
火车在温州地区几个县一直是空白（当然，由于地理原因，泰顺、洞头、文成今后还是保持不通火车的历史），更不用说是高速火车，大家听说动车组开通了，尽管车站基础设施建设工程进度滞后，但是丝毫不影响周边群众耳闻目睹高铁的热情，他们自发来，近距离亲耳听一听、亲眼来看看，可以看到沿途车站有不同年龄段群众站在站台外，怀着十足的好奇心，观看动车组身姿，先睹为快；嫌乘车太贵，有点舍不得。
我们三家9人首次零距离接触高铁，体验快节奏的生活，其实车内许多人也是首次来体验高铁速度，来体验高科技带来的快乐！动车组也有给人带来不快乐的时候。10月5日晚上，有位女同志本来乘到宁德下车，可是一时疏忽，仅几秒之差，不能出站，只好到福鼎站下车再蛰回，两站之隔有100多公里，还要补票还要继续坐车到宁德。可想而知，她有多郁闷。
